    CBAI and Associates is seeking a Program Analyst to support the Marine Corps Installation Command in Washington, DC.

    Responsibilities

    Lead and perform the following services in support of Marine Corps Installation Command (MCICOM) Transportation and Supply services.

    • Analyze Marine Corps Installation Garrison Mobile vehicle procurement needs and support acquisition process through submission of financial documents and liaison with local fleet managers at installation level.
    • Responsible for creating and updating entries on MCICOM Transportation Site’s SharePoint Procurement page
    • Provide on-going support and updates for procurement by acting as liaison between MCICOM and GSA, DLA, and NAVFAC (familiarity with Marine Logistics Procurement Processes)
    • Prepare plans, policy and procedures for acquisition and procurement processes.
    • Analyze disparate data to provide data summaries and recommend improvements in policies, procedures and processes.
    • Collect data, defined core problems, recommended resolutions, and present key information and thorough review of report data.
    • Extract and analyze: data reports (i.e. Fuel consumption, Vehicle utilization, and Maintenance Costs, etc.); life-cycle cost analysis reports; and data summaries from the Fleet Management Information System (FMIS) Fleet Focus.
    • Provide support in the formulation, preparation, and maintenance of technical documentation and program management functions.
    • Provide analysis to support critical business decisions of the management team, such as cost savings and efficiencies for Transportation Services Fleet Manager.
    • Provide support for the bi-weekly Transportation Services Work Group meetings.
    • Prepare the required presentation materials, and take meeting minutes.
    • Draft and prepare the P-19R fielding and sustainment plan.
    • Provide Administrative Support for the Defense Property Accountability System (DPAS).
    • Support annual Fleet and fuels management reports via Federal Automotive Statistical Tool (FAST) System.
    • Update the Transportation Program Analyst SOP on an on-going basis.
    • Assist government in writing and rewriting MCICOM G4 Transportation Marine Corps Orders and Policies.

     

     

    Qualifications

     

    • BA or BS degree in a related field preferred.
    • 4 to 6 years’ experience providing analyst support for DOD programs preferred.
    • Experience working with the Department of Defense (DoD) and the ability to provide predictive modeling based on statistical analyses.
    • Knowledge of the US transportation fuel regulations and documentation preferred.
    • Must be committed to high level of work standards, experience with DON Tracker, Automated Message Handling System and fuel management functions.
    • Must be able to obtain and maintain a government Secret Clearance.
