    We are currently expanding our team and are seeking a Quality Assurance Specialist to provide support to USMC Logistics Command in Barstow, CA.


    • Envisions, develops and implements efficient quality measurement systems and risk-based quality objectives capable of detecting and correcting weaknesses in the Quality Management System.
    • Translate performance results into actionable situational awareness of gaps, with insight and wisdom to drive high-level direction towards continuous improvement.
    • Responsible for fostering and sustaining a continual improvement culture within a governmental organization.
    • Conduct internal audits of Marine Corps assets located aboard Marine Corps Logistics Base, Barstow, CA.
    • Prepare and manage weekly quality assurance reports on inventory activities.
    • Provide quality assurance oversight on data cleansing and reconciliations for inventory locations.
    • Develop audit quality assurance work papers.
    • Assist with root cause analysis and corrective actions concerning internal/external audit findings.
    • Assist Senior Leadership with an implementation plan for Continual Process Improvement (CPI) for Floor-to-book/Book-to-Floor inventory audits.
    • Assist with document control development related to quality systems.
    • Communicate inventory progress orally and in writing.
    • Assist in the development and implementation of quality assurance internal controls and develop quality assurance projects that enhance capability and/or support inventory auditing.
    • Review and complete work products and deliverables for submission to the client.
    • Working with Senior Leadership, ensure that Corrective Action Plans (CAPS) are reviewed from a quality assurance perspective
    • Assist in developing Plans of Action & Milestones (POA&M).
    • Confirm internal controls and document retention policies/procedures/systems are in place and operating effectively on a go-forward basis.
    • Perform discovery testing to confirm the availability of historical documentation through sampling of the universe of transactions.
    • If historical documentation is not available, develop a strategy for addressing beginning balance, and present strategy.
    • Review directed changes to Standard Operating Procedures (SOPs), orders, directives and system changes, and prepare quality auditing aids as required to support changes made.
    • Identify Command developmental/audit quality assurance needs and develop quality assurance programs/initiatives to meet those needs to enhance performance and Command knowledge throughout the organization while reflecting the Commands requirements for audit readiness.
    • Initiate follow-up audit proceedings as required to include exercising requirements that might arise from testing and evaluation, audits, process improvement, policy revision and sustainment requirements.
    • Develop and formalize a robust quality assurance review process of all existing and new auditing procedures.
    • Collect and analyze quality assurance data to detect deficient controls, duplicated efforts, fraud, or non-compliance with laws, regulations, and management policies.
    • Examine and evaluate information systems, recommending controls to ensure system reliability and data integrity.
    • Exhibit a proactive approach in working with external audit teams to identify and resolve client issues discovered during the audit.
    • Gain comprehensive understanding of client operations, processes, and business objectives and leverage that knowledge on engagements.
    • Educate department managers about the relationship between key business drivers and financial results.
    • Provide management with recommendations that are based on sound quality analysis.




    • Associates degree in Quality Management or similar in a relevant field and at least one year of applicable technical experience.
    • Experience with the development of inventory test plans, execution of inventory test activities, and the development of detailed system reports.
    • Ability to communicate through verbal and written means with individuals, small groups and in front of large audiences at all levels of the Command.
    • Ability to ask appropriate questions, probe for understanding, and work in collaboration with others to achieve desired results.
    • Proficient knowledge of recognized desktop publishing applications including layout and design.
    • Intermediate to advanced knowledge of Microsoft Office and Microsoft SharePoint.
    • Proven business acumen with extensive knowledge and experience with budgeting, forecasting, financial analysis, management reporting and performance measurement.
    • The ability to remain current on information and technology that affects the functional areas with DoD quality department.
    • Proven ability to think analytically and strategically; always considering the big picture while never losing sight of the details.
    • Ability to build and maintain strategic partnerships within LOGCOM organization.
    • Proven ability to communicate candidly and effectively with both peers and management.
    • Demonstrate on Day-1 your ability to influence quality assurance change within an inventory/auditing environment.
    • Certified Quality Auditor (preferred).
    • Project management experience (preferred).
    • Quality assurance system auditing experience in with Government agencies.
    • Prior experience (active duty USMC or Civil Servant) in Quality Assurance.
    • A clear understanding of wholesale and retail logistics concepts.
    • In-depth knowledge and understanding of the DoD FIAR Guidance
    • Knowledge of USMC LOGCOM missions, goals, objectives, wholesale logistics concepts, directives and processes and those of its major internal departments, systems and organizational elements.
    • Must be able to obtain and maintain a government Secret Clearance.
